What's already happening: The city of Black Diamond is adhearing to the Sensitive Area Ordinance and Comprehensive Park Plan, both of which focus on sustainable urban planning and development. The city also has a Transfer of Development Rights (TDR) program which is a voluntary land use incentive program for private "sending site" landowners.
